South Africa's National Treasury and the South African Reserve Bank released draft cross-border exchange control regulations this week that would fundamentally restructure how the country's crypto ecosystem interacts with the global financial system (This Week in Fintech Africa — September 14, 2026).

The coalition's public statement warned that the restrictive rules could destroy local tech jobs, drain billions in SARS tax revenue, freeze incoming foreign investment, and alienate South Africa from the global financial grid.
The coalition's counter-proposal is technology-neutral regulation — a framework under which banks and fintechs operating cross-border payments would follow the exact same fair rules regardless of whether the settlement rail is fiat, stablecoin, or native crypto.
The public comment window closes September 30.

The South African crypto policy path has been closely watched as a bellwether for African digital finance regulation.
A restrictive final ruling would compress the addressable market for South African crypto-native businesses, reroute cross-border payment flows out of the regulated perimeter, and set precedent that other African central banks are likely to reference.
