# STORIES THAT MATTER

## SOUTH AFRICA — Statistics South Africa Rebases GDP To 2022 And Lifts The Economy By 4.9%

Statistics South Africa released **benchmarked and rebased GDP estimates** on Oct 29, moving the reference year from **2015 to 2022**. The exercise refreshed source data, adopted the **2018 classification of individual consumption by purpose (COICOP18)** and improved the method for measuring the **non-observed economy** and **owner-occupied rent**.

> Two governors voting for a hike in a 3.4% growth quarter tells borrowers not to plan around December rate cuts.

It raised the 2022 level of the economy to **R6,990 billion**, **4.9%** above the previously published R6,667 billion ([Statistics South Africa — Oct 29, 2026](https://www.statssa.gov.za/publications/Report%2004-04-04/Press%20statement.pdf?ref=blackexecutivebrief.com)).

**Mining** had the largest upward revision, at **12.5%**, "due to the inclusion and better coverage of illegal mining."

**Finance, real estate and business services** rose **9.1%**, mainly because of the new owner-occupied housing method. Finance, real estate and business services is still the largest industry, at **21.8%** of the economy, up from 21.0%.

Mining's share rose to **7.9%** from 7.3%, and manufacturing's fell to **11.9%** from 12.4% ([Statistics South Africa — Oct 29, 2026](https://www.statssa.gov.za/publications/Report%2004-04-04/Press%20statement.pdf?ref=blackexecutivebrief.com)).

The higher level does not mean faster growth. Stats SA revised **2022 growth up to 2.2%** from 2.1%, but revisions "lowered growth rates for all benchmarked years except the base year." Growth for **2025 is now 0.9%**, against 1.1% before, and 2023 drops to **0.6%** from 0.8%.

The 2020 contraction deepens to **\-6.8%** from -6.2% ([Statistics South Africa — Oct 29, 2026](https://www.statssa.gov.za/publications/Report%2004-04-04/Press%20statement.pdf?ref=blackexecutivebrief.com)).

Spending was the bigger story. **Household final consumption expenditure** had the largest revision, rising **R315 billion**, and **housing, water, electricity, gas and other fuels** account for **60%** of that increase.

The **non-observed economy** now measures **8.7%** of GDP, up from 8.0%, or **9.3%** with non-profit institutions included ([Statistics South Africa — Oct 29, 2026](https://www.statssa.gov.za/publications/Report%2004-04-04/Press%20statement.pdf?ref=blackexecutivebrief.com)).

The revision feeds directly into fiscal ratios.

Eight days ago, the Medium-Term Budget Policy Statement put gross government debt at **78.4% of GDP** ([South African Government — Oct 21, 2026](https://www.gov.za/news/speeches/minister-enoch-godongwana-medium-term-budget-policy-statement-2026-21-oct-2026?ref=blackexecutivebrief.com)).

If the 4.9% level shift carries through to the current fiscal year, a BEJ calculation puts the ratio at roughly **74.7%** without a single rand of debt being repaid. National Treasury has not yet published revised ratios.

### Why It Matters

Rating agencies, bond investors and DFIs measure South Africa's debt, deficit and tax take against GDP, and that denominator has just grown. A debt ratio in the mid-70s strengthens the case for an upgrade toward investment grade, which would lower borrowing costs for the sovereign, state-owned companies and the banks that price off them.

The growth story, however, is weaker than the level story.

Executives should not mistake a larger measured economy for a faster one, and businesses in the informal, mining and housing segments now carry more weight in the official numbers that drive policy.

## UNITED STATES — Federal Reserve Holds At 3¾–4% With Two Dissents As GDP Grows 3.4%

The Federal Open Market Committee kept the **federal funds target range at 3¾ to 4%** on Oct 28 by a **10–2** vote.

"Economic activity is expanding at a strong pace," the Committee said, adding that "productivity growth is strong, and capital investment is robust" while "inflation remains elevated."

**Lisa D. Cook** and **Beth M. Hammack** voted against, preferring to raise the range by **¼ percentage point** ([Federal Reserve — Oct 28, 2026](https://www.federalreserve.gov/newsevents/pressreleases/monetary20261028a.htm)).

The next morning's data matched that description.

BEA's advance estimate shows **real GDP rising at a 3.4% annual rate** in the third quarter, up from **2.2%** in the second, driven by investment, consumer spending and government spending. **Real final sales to private domestic purchasers** rose **4.9%**, compared with 4.6% ([BEA — Oct 29, 2026](https://www.bea.gov/news/2026/gdp-advance-estimate-3rd-quarter-2026?ref=blackexecutivebrief.com)).

Inflation eased in the quarter.

The **PCE price index** rose **2.1%**, down from 5.0%, and **core PCE** rose **2.5%**, down from 3.3%. The gross domestic purchases price index slowed to **3.0%** from 5.6%. BEA publishes its second estimate, with corporate profits, on **Nov 25** ([BEA — Oct 29, 2026](https://www.bea.gov/news/2026/gdp-advance-estimate-3rd-quarter-2026?ref=blackexecutivebrief.com)).

### Why It Matters

Two governors voting for a hike in a 3.4% growth quarter tells borrowers not to plan around December rate cuts.

Floating-rate small-business loans, SBA 7(a) facilities and commercial real estate refinancing will stay at current pricing for now. Strong US demand and investment support African and Caribbean exporters to the US.

A Fed leaning toward hikes also keeps the dollar firm, which raises the cost of dollar debt for frontier sovereigns and companies.

## SOUTH AFRICA — Competition Tribunal Approves Harith Acquisition Of FlySafair

South Africa's **Competition Tribunal** has approved **Harith Aviation Consortium's** acquisition of a **100%** stake in low-cost airline **FlySafair**, buying out Irish lessor **ASL Aviation Holdings**.

"Following the Competition Tribunal approval, the parties are progressing the remaining regulatory approvals and conditions precedent required for implementation of the transaction," Harith said. Subject to those approvals, the transaction "is currently expected to close in late 2026" ([ch-aviation — Oct 29, 2026](https://www.ch-aviation.com/news/173301-flysafair-secures-antitrust-approval-for-harith-takeover?ref=blackexecutivebrief.com)).

The airline will keep operating independently under its existing management.

The approval comes with conditions addressing competition concerns arising from **Harith's interests in Lanseria International Airport**. It follows the Competition Commission's July recommendation to approve the deal with conditions.

The transaction moves FlySafair into **entirely South African ownership**, with existing shareholders exiting ([Travelnews — Oct 29, 2026](https://www.travelnews.co.za/article/tribunal-approves-flysafair-takeover?ref=blackexecutivebrief.com)).

FlySafair holds more than **60%** of South Africa's domestic airline seat capacity and flies a fleet of more than **30** aircraft. In 2024, the **Domestic Air Services Council** ruled the airline in breach of local-ownership rules after finding that about **75%** of its voting rights sat with trusts and corporate entities rather than individual South African citizens ([Innovation Village — Oct 29, 2026](https://innovation-village.com/harith-secures-regulatory-approval-to-acquire-flysafair-in-landmark-south-african-aviation-deal/?ref=blackexecutivebrief.com)).

Harith manages roughly **US$3 billion** in assets.

### Why It Matters

A Black-led South African infrastructure investor is set to control the country's largest domestic airline.

This is the second ownership transfer in two days, after [Afreximbank](https://desk.blackexecutivebrief.com/company/afreximbank?ref=blackexecutivebrief.com) financed the Oryx Energies buyout. Lanseria suppliers, ground handlers and corporate travel buyers should study the Tribunal's conditions, because they define how far Harith can combine the airport and the airline.

Rival carriers, including Lift, which filed the original ownership complaint, will be watching how the conditions are enforced.

## JAMAICA — Insurers Settle 91.1% Of Hurricane Melissa Claims With J$59.4 Billion Paid

The **Insurance Association of Jamaica (IAJ)** says insurers have settled **91.1%** of claims in the specified categories reported after **Hurricane Melissa**, with payments totalling **J$59.4 billion**, one year after the storm.

Its latest industry report shows **8,450** of **9,365** claims settled as of **Oct 23, 2026**, with **915** still outstanding ([Jamaica Observer — Oct 29, 2026](https://www.jamaicaobserver.com/2026/10/29/iaj-says-91-1-hurricane-melissa-claims-settled-59-4-billion-paid/?ref=blackexecutivebrief.com)).

**Property claims** account for **J$57.1 billion** of the total and **motor claims** for **J$2.3 billion**. The IAJ acknowledged that recovery remains incomplete for policyholders still waiting ([Jamaica Observer — Oct 29, 2026](https://www.jamaicaobserver.com/2026/10/29/iaj-says-91-1-hurricane-melissa-claims-settled-59-4-billion-paid/?ref=blackexecutivebrief.com)).

"Melissa showed that Jamaica's insurance protection gap is not only an industry issue; it is also a national resilience issue," said **Tammara Glaves-Hucey**, IAJ vice-president for general insurance.

The association named **underinsurance**, **replacement values**, **deductibles** and the **average clause** as priorities for consumer education, and said affordability still limits how much cover households and businesses carry ([Jamaica Observer — Oct 29, 2026](https://www.jamaicaobserver.com/2026/10/29/iaj-says-91-1-hurricane-melissa-claims-settled-59-4-billion-paid/?ref=blackexecutivebrief.com)).

### Why It Matters

Most of the J$59.4 billion went to property claims, so commercial property owners and landlords should check their sums insured against current rebuilding costs before the next hurricane season.

Under the average clause, an underinsured building receives only a proportional payout, which can turn a partial loss into a balance-sheet hit.

Lenders on Jamaican commercial real estate should require proof of adequate cover at renewal.
