# STORIES THAT MATTER

## NIGERIA — OPay Prices NYSE IPO At $19 Per Share And Begins Trading Under OPAY

**OPay Limited** priced its IPO of **16,000,000 American Depositary Shares** at **$19.00 per ADS**. The shares are expected to begin trading on the **New York Stock Exchange** on Oct 30 under the ticker **OPAY**.

The Securities and Exchange Commission declared the registration statement effective on Oct 29\. OPay granted underwriters a **30-day option** to buy up to **2,400,000** additional ADSs, and the offering is expected to close on **Nov 2, 2026** ([OPay via PR Newswire — Oct 30, 2026](https://www.prnasia.com/story/archive/5085463%5FHK85463%5F0?ref=blackexecutivebrief.com)).

The joint book-running managers named in the release are **Citigroup Global Markets**, **Deutsche Bank AG, Hong Kong Branch** and **The Standard Bank of South Africa Limited**, with **B. Riley Securities** and **Needham & Company** as co-managers.

OPay launched in **Nigeria in 2018** and says it serves **more than 50 million users** across **Nigeria, Egypt, Pakistan and Indonesia**, offering payments, transfers, savings, credit and merchant services to consumers and businesses outside the traditional banking system ([OPay via PR Newswire — Oct 30, 2026](https://www.prnasia.com/story/archive/5085463%5FHK85463%5F0?ref=blackexecutivebrief.com)).

The price is at the **bottom of the $19–$21 range** OPay first set, and values the company at about **$4 billion**. At that price, the base offering raises about **$304 million** ([Nairametrics — Oct 30, 2026](https://nairametrics.com/2026/10/30/opay-lists-on-nyse-offers-16-million-shares-at-19-each/?ref=blackexecutivebrief.com)).

Nairametrics reports that OPay filed its F-1 registration on **Oct 9**, that SoftBank held **6.6%** before the offering, and that the company processed **$358 billion** in gross transaction value in 2025, more than double the **$166.2 billion** recorded in 2024 ([Nairametrics — Oct 30, 2026](https://nairametrics.com/2026/10/30/opay-lists-on-nyse-offers-16-million-shares-at-19-each/?ref=blackexecutivebrief.com)).

The listing also has a domestic follow-up.

OPay's board and shareholders have approved a **secondary listing on the** [**Nigerian Exchange**](https://desk.blackexecutivebrief.com/company/nigerian-exchange-group?ref=blackexecutivebrief.com) **(NGX)** once the NYSE primary listing is complete, which would give local investors direct access to the shares ([Nairametrics — Oct 30, 2026](https://nairametrics.com/2026/10/30/opay-lists-on-nyse-offers-16-million-shares-at-19-each/?ref=blackexecutivebrief.com)).

### Why It Matters

A fintech built on Nigerian retail payments now has a daily public price in New York. That price becomes a valuation benchmark for African payments and lending companies weighing an exit, and for the investors who funded them.

A listed comparable also gives boards a reference point for private funding rounds, employee option pricing and merger talks across Nigeria, Egypt and the wider continent.

Pricing at the bottom of the range shows that US investors want a discount for naira and frontier risk, and founders should build that into their own exit planning.

The NGX secondary listing matters too: if it goes ahead, Nigerian pension funds and retail investors could buy into one of the country's largest consumer platforms in their own market.

## EGYPT — Central Bank Of Egypt Raises Key Rates 100 Basis Points To 21%

The Central Bank of Egypt's Monetary Policy Committee **raised its key policy rates by 100 basis points** on Oct 29\. The **overnight deposit rate** rose to **20.0%**, the **overnight lending rate** to **21.0%** and the **main operation rate** to **20.5%**, with the **discount rate** also at **20.5%**.

It was the committee's first rate increase since **March 2024** ([Central Bank of Egypt — Oct 29, 2026](https://en.amwalalghad.com/wp-content/uploads/2026/10/MPC-Press-Release-29-October-2026.pdf?ref=blackexecutivebrief.com)).

Monthly inflation accelerated in September, to **1.3%** for headline and **0.8%** for core. Annual headline inflation eased to **13.9%** and core to **14.1%**. The CBE nowcast puts **Q3 real GDP growth** near the **4.7%** recorded in Q2\.

The committee judges output to be below potential, with the gap expected to close by **H2 2027** ([Central Bank of Egypt — Oct 29, 2026](https://en.amwalalghad.com/wp-content/uploads/2026/10/MPC-Press-Release-29-October-2026.pdf?ref=blackexecutivebrief.com)).

The committee listed its risks: a regional conflict that has lasted longer than expected, imported inflation from **energy prices**, tighter global financial conditions and pass-through from domestic **fiscal consolidation**.

The increase is meant to keep inflation on course for its **7% (±2 percentage points)** inflation target on average in **Q4 2027** ([Central Bank of Egypt — Oct 29, 2026](https://en.amwalalghad.com/wp-content/uploads/2026/10/MPC-Press-Release-29-October-2026.pdf?ref=blackexecutivebrief.com)).

### Why It Matters

Egypt has moved from easing to tightening, and the energy risk the CBE names matches the commodity-price pressure the World Bank described in its Oct 28 outlook.

Companies borrowing in Egyptian pounds now face a **21%** lending floor. Foreign investors in Egyptian treasury bills get a higher carry, which offsets part of the currency risk.

Egypt's fintech sector, including OPay's Egyptian business and the Nclude portfolio, faces higher funding costs for credit products.

## MOROCCO — AfDB Issues First Dirham Bond As Casablanca-Settat Region Sells Debut Regional Bond

The **African Development Bank** completed its **first Moroccan dirham-denominated bond**, raising **MAD 1 billion** through a private placement with qualified investors, the institution announced on Oct 30\.

The **seven-year** bond pays a **floating rate linked to the Moroccan Overnight Index Average (MONIA)**.

The bank can now lend in dirhams alongside euros and US dollars ([Yabiladi, reporting AfDB announcement — Oct 30, 2026](https://en.yabiladi.com/articles/details/206173/african-development-bank-completes-first.html?ref=blackexecutivebrief.com)).

The AfDB is considering a dedicated **dirham treasury portfolio** and plans to develop hedging instruments for the market. Lessons from the deal will guide **financing in other African currencies**. The AfDB has mobilised nearly **€15 billion** for more than **150 projects** in Morocco since 1978 ([Yabiladi, reporting AfDB announcement — Oct 30, 2026](https://en.yabiladi.com/articles/details/206173/african-development-bank-completes-first.html?ref=blackexecutivebrief.com)).

The same day, the **EBRD** said it is investing **MAD 400 million (€36.8 million)** in a **MAD 1 billion (€92.0 million)** bond from the **Casablanca-Settat region**, the first bond from any Moroccan regional authority. Proceeds fund the region's **2022–2027 Regional Development Plan**.

The deal brings the region into **EBRD Green Cities**, backed by **€2 million** of technical cooperation funded by the Netherlands through the HIPCA fund. Haytham Eissa, EBRD Head of Morocco, said the issue "represents an important step forward for Morocco's local capital markets" ([EBRD — Oct 30, 2026](https://www.ebrd.com/home/news-and-events/news/2026/ebrd-backs-landmark-bond-issuance-in-morocco.html?ref=blackexecutivebrief.com)).

### Why It Matters

Local-currency lending from AAA development banks removes the foreign-exchange mismatch that sinks many African infrastructure and SME borrowers. A sub-national bond in Casablanca opens a new issuer class in the market.

Moroccan corporates with dirham revenues should ask the AfDB about dirham-denominated facilities now.

Pension funds and insurers in Morocco gain new floating-rate paper at a time when policy rates are moving around the world.

## UNITED STATES — Employment Cost Index Rises 0.8% In Q3 As Real Wages Fall 0.6%

**Compensation costs for civilian workers** rose **0.8%**, seasonally adjusted, in the three months to September 2026, down from **0.9%** in Q2\. **Wages and salaries** rose **0.7%** and **benefit costs 0.9%** ([BLS — Oct 30, 2026](https://www.bls.gov/news.release/eci.nr0.htm?ref=blackexecutivebrief.com)).

Over 12 months, civilian compensation rose **3.4%**. Wages and salaries increased **3.1%** and benefits **3.9%**. Adjusted for inflation, private-industry **wages and salaries fell 0.6%** and private-industry compensation fell **0.4%**. Private-industry **health benefit costs rose 6.4%** over the year ([BLS — Oct 30, 2026](https://www.bls.gov/news.release/eci.nr0.htm?ref=blackexecutivebrief.com)).

The gap between union and non-union workers widened.

Private-sector **union compensation rose 4.3%** over the year against **3.3%** for non-union workers. State and local government compensation rose **3.5%**. BLS will introduce **updated employment weights** and remove workers' compensation costs starting with December data, due **Jan 29, 2027** ([BLS — Oct 30, 2026](https://www.bls.gov/news.release/eci.nr0.htm?ref=blackexecutivebrief.com)).

### Why It Matters

Pay is trailing prices, which suggests labour costs are not the main source of inflation pressure the Federal Reserve weighed at its split Oct 28–29 meeting.

Non-union workers, whose compensation grew a full point slower than union pay, are absorbing the sharpest real-income squeeze, which weighs on consumer-facing businesses that depend on their spending.

Employers should budget for health-benefit inflation above **6%** in 2027 renewals, well ahead of wage growth.
