## KOREA / AFRICA — 8th KOAFEC Ministerial Opens Tuesday In Seoul With Korea's First AI Loan Already Booked

Prime Minister **Han Seong-sook** will officially open the **8th KOAFEC Ministerial Conference** at Grand Walkerhill Seoul tomorrow, launching a four-day gathering that runs through Friday, September 11, and marks the 20th anniversary of the Korea-Africa Economic Cooperation platform ([AfDB — September 3, 2026](https://afdb.africa-newsroom.com/press/korea-and-africa-chart-new-course-on-artificial-intelligence-ai-and-digital-infrastructure-at-20th-anniversary-of-koreaafrica-economic-cooperation-koafec?lang=en&ref=blackexecutivebrief.com); [KOAFEC 2026 conference site](https://koafec2026.kr/sub01/overview.html?ref=blackexecutivebrief.com)).

This is the first KOAFEC in the platform's two-decade history to organize itself around artificial intelligence, under the official theme "Harnessing AI and Digital Infrastructure for Africa's Transformation."

**AfDB President Dr. Sidi Ould Tah** will lead the Bank's delegation in his first official visit to the Republic of Korea since taking office in September 2025 ([iAfrica.com — September 5, 2026](https://iafrica.com/korea-africa-ministerial-conference-convenes-under-ai-theme-two-weeks-after-seouls-first-ai-loan-to-the-continent/?ref=blackexecutivebrief.com)).

Co-hosts alongside AfDB are Korea's **Ministry of Finance and Economy (MOFE)** and the **Export-Import Bank of Korea (KEXIM)** — the three founding pillars of KOAFEC since its 2006 inception ([KOAFEC 2026 conference site](https://koafec2026.kr/sub01/overview.html?ref=blackexecutivebrief.com)).

The conference agenda spans a Ministerial Roundtable, a Signing Ceremony and Press Conference, the Business Innovation Forum, 1:1 Business Meetings, and industrial and cultural site visits.

Expected deliverables include a Joint Declaration setting out a shared Korea-Africa vision and the **2027-2028 Action Plan** covering six workstreams: digital transformation and AI, energy, infrastructure, trade, private sector development, and human capital.

The single most significant signal ahead of the conference came two weeks ago, when South Korea approved a **$170 million concessional loan** to build an AI and digital technology institute in Tanzania.

It is Korea's **first-ever artificial intelligence project funded through the Economic Development Cooperation Fund (EDCF)** ([iAfrica.com — September 5, 2026](https://iafrica.com/korea-africa-ministerial-conference-convenes-under-ai-theme-two-weeks-after-seouls-first-ai-loan-to-the-continent/?ref=blackexecutivebrief.com)).

The Tanzania package covers AI training, robotics, data analytics, IoT laboratories, campus construction, and equipment procurement — a full technical-institution build rather than a compute or connectivity-only investment.

The strategic frame Korea is bringing to Seoul this week is deliberate.

Concessional lending tied to technical-institution building, positioned as a distinct model from hyperscaler cloud footprints, sovereign capital vehicles, or Chinese-scale infrastructure financing.

Whether the Joint Declaration commits to additional Tanzania-style institution projects — and on what terms — is the material question every African finance ministry represented in Seoul will be tracking.

### Why It Matters

For Black executives running or advising African tech, education, and infrastructure businesses, KOAFEC is not a photo opportunity — it is where a $170 million bilateral template gets scaled or shelved.

Korean concessional AI capital is now a live third option alongside multilateral (World Bank / IFC), Chinese state-linked, and Gulf sovereign flows.

The signing ceremony agenda item on the KOAFEC program is the item to watch for Ghana, Kenya, Rwanda, Senegal, Nigeria, or Egypt announcements between Tuesday and Friday.

## UNITED STATES — Labor Day Closes Markets Ahead Of A Four-Session Pre-FOMC Data Window

US equity and Treasury markets are closed today for Labor Day, leaving four trading sessions before the Federal Reserve's September 15-16 FOMC decision.

The intervening data calendar is compressed and consequential:

- **Wednesday:** Employer Costs for Employee Compensation — **10:00 AM ET**
- **Thursday:** Producer Price Index (PPI) for August — **8:30 AM ET**
- **Friday:** Consumer Price Index (CPI) for August + Real Earnings for August — **8:30 AM ET**

All per the BLS September release schedule ([BLS September 2026 Schedule](https://www.bls.gov/schedule/2026/09%5Fsched%5Flist.htm?ref=blackexecutivebrief.com)).

The Fed is already in its **FOMC blackout period through Wednesday, September 16**, meaning no voting-member public speeches on monetary policy through the meeting ([Federal Reserve FOMC Blackout Calendar](https://www.federalreserve.gov/monetarypolicy/files/fomc-blackout-period-calendar.pdf)).

Friday's CPI print will therefore land into a market with no Fed-mediated interpretation — the tape will move on the raw data.

Coming off Friday's August payrolls beat of **+162,000** with unemployment holding at **4.1%** and average hourly earnings at **3.1% year-over-year** ([BLS Employment Situation](https://www.bls.gov/news.release/empsit.toc.htm?ref=blackexecutivebrief.com)), the residual case for a November rate cut now depends almost entirely on the CPI series behavior Friday.

A soft print near 2.7% headline and 3.0% core keeps a November cut priced in; a hot print at or above 3.0% headline and 3.3% core removes it from base-case pricing.

### Why It Matters

Business planning cycles that touch working-capital pricing, floating-rate debt, and 2027 hiring budgets should treat the September 11 CPI as the effective decision moment, not the September 16 FOMC statement itself.

Buy-side desks will have re-priced the curve before Chair Powell speaks Tuesday afternoon.

## SOUTHERN CONE — IDB Invest Backs Atis Group Shared Telecom Tower Expansion

**IDB Invest announced Tuesday, September 2** that it will support **Atis Group** to expand shared telecom tower infrastructure across the Southern Cone ([IDB Invest News & Media — September 2, 2026](https://idbinvest.org/en/news-media?ref=blackexecutivebrief.com)).

The transaction is one of eight IDB Invest closings the private-sector arm of the IDB Group has posted since early August, alongside deals with Banco Comafi (Argentina SME credit, September 1), POSCO lithium (Argentina, August 27), Ovobrand agribusiness modernization (Argentina, August 27), Banpaís SME credit (Honduras, August 24), Grupo HZ sustainable packaging (Argentina, August 19), ITBA campus development (Argentina, August 10), and Ancalmo pharmaceutical (El Salvador, August 4).

The Atis Group transaction targets shared-tower infrastructure — the passive infrastructure layer under which multiple mobile network operators co-locate radio equipment — an asset class that has become the preferred vehicle for regional telecom capacity expansion in Latin America and the Caribbean since 2023\.

Shared-tower structures reduce per-operator capex, accelerate 4G/5G rollout to underserved zones, and generate long-tenor contracted cash flows that development finance institutions can rate and syndicate.

### Why It Matters

For African tower-company operators watching Latin American precedent — IHS Towers, Helios Towers, and Airtel Africa's TowerCo unit — the IDB Invest Atis Group model is a template for how development finance can anchor rural and secondary-city expansion.

The same structure is under active discussion at AfDB and IFC for Nigerian, Kenyan, and South African tower assets.

The Southern Cone closing is a reference transaction.

## AFRICA — Ghana BoG MPC Set To Reconvene As Regional Central Banks Enter September Decision Window

The **Bank of Ghana Monetary Policy Committee** last met July 20-22, 2026, holding the policy rate at **14%** with a unanimous decision citing renewed global uncertainties and inflation risk balance ([Bank of Ghana — MPC Press Release, July 22, 2026, via afriref.dev](https://afriref.dev/gh/policy-rate?ref=blackexecutivebrief.com); [AllAfrica — July 23, 2026](https://allafrica.com/stories/202607230262.html?ref=blackexecutivebrief.com)).

The next MPC decision arrives in the September window, with Databank Research previously projecting a **cut to 12-13%** as headline inflation trajectory continues to normalize from the 23.8% December 2024 peak toward the 5.4% December 2025 print the BoG has documented in prior press releases ([Citi Newsroom — July 24, 2026](https://www.citinewsroom.com/2026/07/1377564/?ref=blackexecutivebrief.com)).

Ghana sits inside a broader African monetary window this month: South African Reserve Bank, Central Bank of Nigeria, and Central Bank of Kenya are all in the same September-decision cluster, each with their own inflation-trajectory and currency-defense calculus.

The rand, naira, cedi, and shilling will all reprice off Friday's US CPI print regardless of local central bank posture.

### Why It Matters

African corporate treasurers with dollar-denominated debt or dollar-linked working-capital lines should model a cedi range of 10.5-11.5 to the dollar contingent on the CPI outcome and the BoG's September posture.

Ghanaian bank equity has historically rallied 6-9% in the two weeks following a confirmed 100-200 basis-point BoG cut cycle.
