# STORIES THAT MATTER

## LATIN AMERICA AND CARIBBEAN — IDB Invest Prices $500 Million Floating Rate Note To Fund Latin America And Caribbean Private Sector

IDB Invest, the private-sector arm of the Inter-American Development Bank Group, priced a **US$500 million** three-year floating rate note on Thursday under its Global Debt Program ([IDB Invest — Oct 22, 2026](https://idbinvest.org/en/news-media/idb-invest-expands-its-offering-global-investors-new-500-million-3-year-floating-rate-note?ref=blackexecutivebrief.com)).

The note pays a quarterly coupon of daily compounded SOFR plus **32 basis points**, was issued at 100%, settles on Oct 29 and matures on Oct 29, 2029\. It will be listed on the London Stock Exchange's regulated market.

The bank described the deal as its first US dollar floater since 2022 and its second US dollar transaction of the year ([IDB Invest — Oct 22, 2026](https://idbinvest.org/en/news-media/idb-invest-expands-its-offering-global-investors-new-500-million-3-year-floating-rate-note?ref=blackexecutivebrief.com)).

IDB Invest is rated Aa1 by Moody's and AAA by S&P and Fitch, all with stable outlooks.

### Distribution shows who is buying multilateral paper

By region, investors in Europe, the Middle East and Africa took **50%**, the Americas **42%** and Asia **8%**. By type, asset managers and others took **44%**, while central banks and official institutions and bank treasuries took **28%** each ([IDB Invest — Oct 22, 2026](https://idbinvest.org/en/news-media/idb-invest-expands-its-offering-global-investors-new-500-million-3-year-floating-rate-note?ref=blackexecutivebrief.com)).

National Bank of Canada, Nomura, Scotiabank and Wells Fargo Securities were joint lead managers.

"We are very proud to return to the floating-rate market. The strong reception for this transaction underscores the value of offering investors diversified ways to engage with IDB Invest," said Orlando Ferreira, the bank's chief financial officer ([IDB Invest — Oct 22, 2026](https://idbinvest.org/en/news-media/idb-invest-expands-its-offering-global-investors-new-500-million-3-year-floating-rate-note?ref=blackexecutivebrief.com)).

IDB Invest manages **US$22 billion** in assets for more than 440 clients in 25 countries.

### Why It Matters

Every dollar a multilateral lender raises cheaply in global markets is a dollar it can lend to Caribbean and Latin American companies that cannot reach those markets themselves. A spread of 32 basis points over SOFR is the funding cost a AAA balance sheet earns; the corporate borrowers on the other side of IDB Invest's loans pay far more on their own.

A floating-rate format appeals to central banks and bank treasuries that want liquid, high-grade assets without locking in duration.

The more useful signal for regional executives is capacity: more diversified funding supports a larger lending book for banks, utilities and mid-sized firms across the region.

## UK AND CARIBBEAN — IDB Invest Holds London Roadshow To Steer UK Companies Toward Latin America And The Caribbean

IDB Invest held its first UK roadshow at London's QEII Centre on Friday, bringing together about **200** business leaders, government representatives and development partners under the title "From UK to Latin America and the Caribbean: Unlocking Growth Opportunities" ([IDB Invest — Oct 23, 2026](https://idbinvest.org/en/news-media/idb-invest-deepens-engagement-uk-private-sector-unlock-investment-opportunities-latin?ref=blackexecutivebrief.com)).

The bank said the initiative is designed to support UK companies pursuing business opportunities across the region, with a focus on critical minerals, energy and infrastructure.

The UK has moved deeper into the institution's capital structure. According to the release, the United Kingdom earlier this year moved to acquire all remaining non-regional unsubscribed shares in IDB Invest's **US$3.5 billion** capital increase ([IDB Invest — Oct 23, 2026](https://idbinvest.org/en/news-media/idb-invest-deepens-engagement-uk-private-sector-unlock-investment-opportunities-latin?ref=blackexecutivebrief.com)).

The release also cited IDB Invest's collaboration with British International Investment, including in the Caribbean.

The bank framed its offer to UK firms as navigating local markets, structuring financing, managing risk and mobilising additional capital for viable private-sector projects.

Its "Originate-to-Share" model — originating loans and distributing portions to private investors — produced **US$13.1 billion** in total activity in 2025, of which **US$7.7 billion** was mobilised from private investors ([IDB Invest — Oct 23, 2026](https://idbinvest.org/en/news-media/idb-invest-deepens-engagement-uk-private-sector-unlock-investment-opportunities-latin?ref=blackexecutivebrief.com)).

### Why It Matters

The UK's historical and diaspora ties to the Caribbean have rarely been matched by structured private investment flows.

A UK shareholder with a larger stake in IDB Invest, an active partnership with BII and a dedicated London roadshow create a formal channel for British contractors, engineers, insurers and asset managers to co-invest in the region.

Caribbean-linked firms in the UK — and diaspora-owned businesses with operations at home — now have a multilateral partner actively marketing deal flow to their peers.

## CÔTE D'IVOIRE — Poro Power Solar Green Bond Wins Africa Deal Of The Year With AFC As Anchor Investor

The 66-megawatt Poro Power solar plant near Korhogo in northern Côte d'Ivoire won "ESG Green Bond Deal of the Year for Africa" at the Infra Global ESG Awards 2026 in London, and Africa Finance Corporation was named "ESG Green Bond Arranger of the Year for Africa," AFC said on Friday ([Africa Finance Corporation — Oct 23, 2026](https://africafinancecorporation.africa-newsroom.com/press/cote-divoires-poro-power-solar-plant-earns-international-awards-for-pioneering-africa-finance-corporationled-project?lang=en&ref=blackexecutivebrief.com)).

The **€65 million** financing package, about FCFA 42.6 billion, was raised through what the release calls the first project-finance green bond in both Côte d'Ivoire and the West African Economic and Monetary Union, and the country's first dual-currency green bond, open to investors in euros and CFA francs ([Africa Finance Corporation — Oct 23, 2026](https://africafinancecorporation.africa-newsroom.com/press/cote-divoires-poro-power-solar-plant-earns-international-awards-for-pioneering-africa-finance-corporationled-project?lang=en&ref=blackexecutivebrief.com)).

AFC invested **€43 million** in February 2026 as anchor investor, lead underwriter and co-arranger. The equivalent of a further **€22 million** came from African investors including local and regional banks, pension funds, insurers and high-net-worth individuals.

The bond carries a 15-year term, a fixed rate of **8.75%** and quarterly repayments after a two-year construction grace period. Lenders hold first-ranking security, dedicated revenue accounts and contractual ring-fencing of project cash flows ([Africa Finance Corporation — Oct 23, 2026](https://africafinancecorporation.africa-newsroom.com/press/cote-divoires-poro-power-solar-plant-earns-international-awards-for-pioneering-africa-finance-corporationled-project?lang=en&ref=blackexecutivebrief.com)).

Once operational in 2027, the plant is projected to generate about **136 GWh** a year — enough for more than 100,000 households — and become Côte d'Ivoire's largest solar plant.

"Poro Power demonstrates that African financial institutions have both the capital and the expertise to finance large-scale renewable energy infrastructure through our own markets," said Sameh Shenouda, AFC's chief investment officer ([Africa Finance Corporation — Oct 23, 2026](https://africafinancecorporation.africa-newsroom.com/press/cote-divoires-poro-power-solar-plant-earns-international-awards-for-pioneering-africa-finance-corporationled-project?lang=en&ref=blackexecutivebrief.com)).

Jean-Marc Aie, chairman and CEO of Poro Power 1 S.A., credited the energy ministry's strategy of empowering local private developers.

### Why It Matters

The deal was led, structured and fully funded by African institutions, and the structure is replicable.

A 15-year fixed-rate, ring-fenced project bond priced at 8.75% gives West African pension funds and insurers a long-dated local infrastructure asset — exactly the duration they struggle to find.

An Ivorian developer, an African DFI anchor and regional institutional money closing a utility-scale project without a foreign lead lender is the template African capital-markets reformers have been arguing for.

Developers in the WAEMU zone now have a priced precedent to bring to their own boards.

## US — University Of Michigan Final October Consumer Sentiment Holds At 48.0 As Inflation Expectations Rise

US consumer sentiment was essentially unchanged in October, with the University of Michigan's final index at **48.0** compared with 48.1 in September and 53.6 a year earlier — a year-on-year decline of **10.4%** ([University of Michigan Surveys of Consumers — Oct 23, 2026](https://www.sca.isr.umich.edu/?ref=blackexecutivebrief.com)).

The current economic conditions index fell **8.3%** to 46.7, while the consumer expectations index rose **5.4%** to 48.8.

Survey director Joanne Hsu said the decline in current conditions was "driven entirely by buying conditions for durables, which plunged 18% on the basis of higher interest rates and rising concerns about the affordability of such purchases" ([University of Michigan Surveys of Consumers — Oct 23, 2026](https://www.sca.isr.umich.edu/?ref=blackexecutivebrief.com)).

Sentiment is now 10% below a year ago and 15% below February, just before the Iran conflict.

### Inflation expectations moved higher for the second straight month

Year-ahead expectations rose to **4.7%** from 4.6%, well above the 3.4% recorded in February. Long-run expectations rose to **3.5%** from 3.4%, above their 2024 range of 2.8% to 3.2% ([University of Michigan Surveys of Consumers — Oct 23, 2026](https://www.sca.isr.umich.edu/?ref=blackexecutivebrief.com)).

The preliminary November reading is due Nov 6.

### Why It Matters

Long-run inflation expectations above their 2024 range make it harder for the Federal Reserve to ease, which keeps borrowing costs elevated for small businesses and homebuyers.

An 18% drop in buying conditions for durables is a direct warning for auto dealers, appliance retailers and furniture sellers heading into the holiday quarter.

Black-owned consumer businesses, which tend to run on thinner capital buffers, are more exposed when big-ticket demand weakens and financing stays expensive.
