## NIGERIA — Central Bank Of Nigeria Opens Regulatory Sandbox Cohort Two With Virtual Asset Service Provider Track

The Central Bank of Nigeria (CBN) opened applications on August 12 for the second cohort of its Regulatory Sandbox Programme, introducing a dedicated Virtual Asset Service Provider (VASP) track for the first time ([Business Insider Africa — Aug 12, 2026](https://africa.businessinsider.com/local/markets/africas-largest-crypto-market-opens-central-bank-sandbox-to-stablecoins-and-virtual/wrqtgx8?ref=blackexecutivebrief.com)). 

The VASP track covers stablecoins, payments and settlement solutions, digital asset custody, wallets and related financial infrastructure. 

Applications close August 31.

The Regulatory Sandbox complements a Data-Enabled Financial Services (DEFS) track for financial innovations that do not involve virtual assets, covering technologies using secure digital infrastructure and permission-based data sharing to improve payments, credit, financial inclusion, risk management, operational efficiency and consumer services ([Legit.ng — Aug 12, 2026](https://www.legit.ng/business-economy/industry/1724640-cbn-opens-sandbox-applications-banks-fintechs-crypto-firms-unveils-deadline/?ref=blackexecutivebrief.com)). 

The CBN said applicants will be assessed on innovation, readiness for live testing, potential consumer and market benefits, governance, risk-management capabilities and the quality of proposed testing plans.

The sandbox launch operationalizes President Bola Tinubu's July 18 Executive Order establishing a harmonized regulatory framework for virtual assets through a Virtual Asset Council chaired by the CBN, with the Nigeria Revenue Service and Securities and Exchange Commission serving as vice-chairs and the Nigerian Financial Intelligence Unit and Office of the National Security Adviser as members. 

Under the emerging split framework, the CBN oversees virtual assets used for payments — stablecoins, payment and settlement infrastructure, custody and wallet services — while the SEC regulates digital assets with securities characteristics.

The CBN has already tested its supervisory approach through a stablecoin-related pilot involving Flutterwave, Paystack and Juicyway. 

The Nigerian SEC in January 2026 issued Circular 26-1 revising minimum capital requirements for regulated capital-market entities, including **₦2 billion minimum capital for digital asset exchanges and custodians** and **₦1 billion for digital asset offering platforms**, with compliance required by June 30, 2027.

## UNITED STATES — Bureau Of Labor Statistics Reports July Producer Prices Unchanged With Annual Rate At 4.7 Percent

The Bureau of Labor Statistics released the July Producer Price Index this morning at 8:30 AM ET, reporting the PPI for final demand was **unchanged month over month seasonally adjusted** after a revised 0.1 percent decline in June ([BLS — Aug 13, 2026](https://www.bls.gov/news.release/ppi.htm?ref=blackexecutivebrief.com)).

The 12-month rate fell to **4.7 percent from 5.5 percent** in June — the lowest annual reading since March. 

Core PPI (excluding food and energy) rose **0.2 percent** month over month, below the 0.3 percent consensus, with an annual gain of 4.7 percent.

The flat monthly reading reflected offsetting moves across categories: a **0.2 percent increase in final demand services prices** and a **2.2 percent advance in final demand construction prices** were offset by a **0.7 percent decline in final demand goods prices** ([Quartz — Aug 13, 2026](https://qz.com/producer-price-index-july-2026-wholesale-inflation-081326?ref=blackexecutivebrief.com)). 

Stripping out food, energy and trade services, the index for final demand rose 0.4 percent in July after a 0.1 percent gain in June.

Initial claims for state unemployment benefits rose **9,000 to 209,000** for the week ended August 8, above the 202,000 consensus but still near historic lows. 

Continuing claims — a proxy for hiring — fell 22,000 to **1.777 million** during the week ended August 1, indicating labour-market stability despite last week's -23,000 payroll headline.

The two-year Treasury yield sat at **3.71 percent** and the 10-year at **4.63 percent** through mid-morning Thursday. Fed-funds futures continue to price a **September 25-basis-point cut probability of approximately 76 percent**, essentially unchanged from Wednesday's CPI-release levels. 

The 30-year Treasury bond auction is scheduled at 1:00 PM ET, with the previous stop at 4.32 percent.

## NIGERIA — Securities And Exchange Commission Orders Capital Market Operators To Subscribe To NigSac Alerts

Nigeria's Securities and Exchange Commission issued an urgent directive on August 12 requiring all capital market-regulated entities (CMREs) to immediately subscribe to the Nigeria Sanctions Committee (NigSac) Alerts system ([Nairametrics — Aug 12, 2026](https://nairametrics.com/2026/08/12/sec-orders-capital-market-operators-to-sign-up-for-nigsac-alerts/?ref=blackexecutivebrief.com)). 

The directive follows fresh designations by domestic and international authorities of individuals and Bureau de Change operators for alleged terrorism financing and material support to the Islamic State West Africa Province (ISWAP).

CMREs must identify and freeze without prior notice all funds, assets and economic resources belonging to designated persons and entities, report frozen assets to the NigSac Secretariat, file suspicious transaction reports to the Nigerian Financial Intelligence Unit, and prohibit subsequent dealings with designated entities. 

The SEC also mandated enhanced monitoring of relationships tied to twenty jurisdictions under increased FATF monitoring, including DPRK, Iran, Myanmar, Venezuela, Lebanon, Lao PDR, and South Sudan.

Failure to comply constitutes a violation of the Investments and Securities Act 2025 and the SEC AML/CFT Rules and Regulations, attracting fines, operational suspension, or outright registration revocation. 

Six individuals and three Nigerian entities have already been designated for terrorism financing under the initial list.

### Why It Matters

Nigerian capital-market operators and cross-border fintech platforms with Nigerian client bases must immediately audit compliance stack coverage against the NigSac list. 

Diaspora-facing remittance operators — including Vault Africa, Send, and Kuda — should confirm sanctions-screening workflow integration with NigSac feeds. 

The overlap with FATF grey-list monitoring means US and UK diaspora fintechs serving Nigerian corridors face **overlapping enforcement risk if Nigerian counterparties fail compliance**. 

Corporate services firms advising Nigerian public-market operators should prepare implementation checklists for the immediate-effect requirement.
